DNR began working with an 85 citizen stakeholder group in 2000 to develop a comprehensive statewide drought management plan. The plan was approved by the GA DNR Board in March 2003 and included both pre-drought mitigation and drought response strategies. Pre-drought mitigation strategies are “longer-term actions, implemented before a drought for the purposes of preparedness, mitigation, monitoring and conservation.” Drought response strategies are “shorter-term actions, implemented during a drought, according to the level of drought severity.”

The plan outlined strategies for both state and local/regional entities and presented the strategies in the following sections: 1) drought declaration process, 2) agencies and organizations, 3) pre-drought strategies, 4) drought responses, 5) drought indicators and triggers and 6) climate division map.
